POW Title: Improving Animal Health

Situation Statement:

Animal health is an important economic factor in Pennsylvania's food animal industry and a major contributor to food safety. In the poultry industry, cooperation of personnel from within and outside of Pennsylvania is important in controlling avian disease and zoonosis. Livestock, poultry, and milk production is contingent upon optimal reproductive health and control of infectious disease. Johne's disease of cattle and other ruminants has major economic and possibly public health implications. Johne's is a permanent, progressive, irreversible disease but one that can be controlled through management. With increased animal population density on Pennsylvania farms, the risk of introducing and spreading diseases within herds and flocks has also increased. Educational programs can reduce the risk of introduction, spread, and economic impact from infectious/contagious disease.

SUB POW: 1.D.1. Regional/Multi-State Approach to Poultry Health

Objective: 1.D.1.1. Ten critical areas of risk in the spread of infectious and zoonotic diseases will be identified, i.e., biosecurity, coop sanitation, flock profiling, insect and rodent control, flock isolation, etc.

Output/Outcome Indicators: (These indicators will be captured in the database for FY2003):

  1. Number of participants.
  2. Number of poultry producers who adopt a flock management plan that promotes disease control.

SUB POW: 1.D.2. Enhancement of Reproductive Health

Objective: 1.D.2.1. Reproductive health in herds and flocks will improve through early diagnosis and treatment of reproductive diseases; enhanced biosecurity and disease prevention; and optimal nutrition practices.

Output/Outcome Indicators: (These indicators will be captured in the database for FY2003):

  1. Number of participants.
  2. Number of herd managers who adopt two new management techniques that reduce infectious, noninfectious, and nutritional diseases to improve animal reproductive health.

SUB POW: 1.D.3. Johne's Disease

Objective: 1.D.3.1. Identify seven of ten major Johne's disease control measures and implement five of these measures.

Output/Outcome Indicators: (These indicators will be captured in the database for FY2003):

  1. Number of participants.
  2. Number of producers who identified seven of the ten Johne's disease control measures and plan to implement five of these measures.

SUB POW: 1.D.4. Quality Milk/Mastitis Control

Objective: 1.D.4.1. Identify three quality standards (standard plate count, preliminary incubation count, and somatic cell count) that affect milk quality and develop a plan containing three fundamental/basic steps to reduce SPC, PI, and SCC counts.

Output/Outcome Indicators: (These indicators will be captured in the database for FY2003):

  1. Number of participants.
  2. Number of dairy producers/farm managers who develop and implement a plan containing three fundamental steps to reduce SPC, PI, and SCC counts.

SUB POW: 1.D.5. Biosecurity and Infectious Disease Control

Objective: 1.D.5.1. Reduce the risk of introducing animal diseases and the spread of these diseases within herds and flocks.

Output/Outcome Indicators: (These indicators will be captured in the database for FY2003):

  1. The number of participants.
  2. Number of herd/flock managers adopting appropriate biosecurity and/or infectious disease control plans.
